Done mostly in SAI except for that subtle back-lighting glow. 1 single color per shadow/light layer doesnt really work, so using the HSV sliders and masking based on fill color on them actually works pretty well. Below is the comparison when using 1 single color for lighting layers VS after minor adjustments.
